Exact match close variants extended to ignore function words and word order

Google widened exact match so that keywords could also match queries that reorder words or add, drop or swap function words such as prepositions, conjunctions and articles, as long as the meaning stays the same. The change applied only when it would not alter intent, and Google cited an average click uplift for exact match keywords.
