Tag Manager's release notes confirmed that all gtm.js container snippets initialize on container load regardless of any gtag('config') commands, and that config commands now appear in the dataLayer as gtag.config events. Containers using wildcard custom event triggers may see those tags fire as a result.
Google said that to keep using gtag configuration code, every page on the site must use the Google tag (gtag.js) snippet. The underlying change was announced in August 2026 with an October 2, 2026 date; the release note is where the dataLayer event behaviour and the wildcard-trigger side effect were documented.
