Investment strategy recommendations gained Holistic and Growth budget allocation modes

The Recommended investment strategy tab on the Recommendations page picked up two strategic budget allocation modes. Holistic moves spend out of underused or less efficient campaigns and into top performers; Growth only adds budget to top performers and never cuts anything.
- Holistic mode "reallocates existing spend from underutilized or less efficient campaigns to add budget to your top-performing campaigns," and may add fresh weekly spend on top.
- Growth mode lets you "add budget to your top-performing campaigns and not reduce spend on any existing campaigns."
- Controls that stay with you: excluded campaigns are untouched, and unchecked campaigns keep their existing budgets and bid strategies.
- Forecasts are a 7-day outlook based on recent trends, so treat them as short-horizon.
- Both modes work with Target CPA and Target ROAS, and applying a recommendation can adjust bid targets as well as budgets. Read the diff before accepting, because a budget recommendation that also moves your targets is not just a budget change.
