Abuse of network policy clarified suspension of linked accounts

Google added a clarification to the Abusing the ad network policy stating that accounts linked to a suspended account may also be suspended.

Google's Merchant Center announcements change log dates this entry to 2024-08 without a specific day; the first of the month is used here.
