Manager accounts gained a cross-account campaign view with in-place edits and same-day data freshness

Manager account (MCC) users can see campaigns from every managed account in one Campaigns tab, change budgets and pause or enable campaigns without switching accounts, and get data that is as fresh as in the individual accounts. Sub-manager accounts also became easier to move between from the account picker.
