Google TV Ads, in private beta since June 2007, became available to any US-based advertiser from within their AdWords account. Advertisers chose networks and dayparts or searched for relevant programs, then set a maximum CPM for an auction that decided who got the airtime.
For a limited time Google offered to cover up to $2,000 of commercial production through its Ad Creation Marketplace.
